Added settings for public profiles

A section with public profiles of application users is planned for the future. Now a setting has been added so that you can pre-prepare whether you want to have a visible profile and what exactly you want to have displayed on it. And there are many possibilities - from general information, through skills and experience, to information about completed courses or obtained certificates.
